Paedophile Tillman let Out Of jail

Convicted paedophile Kenneth Tillman has been released from jail after completing a rehabilitation program.

Tillman, 46, jailed a number a number of times for sex offences , recently completed a 10-year sentence for the rape of a nine-year-old girl.

He was released three weeks ago after completing a rehabilitation program and is believed to be living in a Sydney half way house.

Tillman was due for release last year but the NSW Government used laws to keep him in prison because he refused to take part in sex offender rehabilitation.

Tillman is wearing a monitor-ing device , must abide by a curfew and must also stay away from children as part of 35 conditions imposed by a court order. But victims advocates are not convinced Tillman is reformed.

''I don't believe that any ammount of rehabilitation is going to assist him so,no, i don't believe the public is safe at all,'' victims of crime spokesman Howard brown Channel 9.

The Government will seek a 5-year supervision order for convicted paedophile Kenneth Tillman following his release from prison , with Police Commissioner Andrew Scipione yesterday saying Tillman would be closley monitored in the community.

Tillman , 46 , was released from jail last month after serving a 10-year sentencing for raping a nine-year-old girl.

He was detained for an extra 18 months under legislation targeting serious sex offenders. Authorites were concerned he was at a high risk of reoffending , but Tillman was released on October 31 after completing a rehabilitation program for high - risk offenders.

He is back in the community subject to 37 strict conditions , including that he keeps to a curfew , wears a monitoring device and does not change his appearance.

Tillman must also stay away from children as part of the conditions , imposed by an interim Supreme Court supervision order.

Supreme Court documents released yesterday revealed that Tillman was alos recently granted bail on three sex assault charges relating to a 14-year-old girl , which date back to 1995.

In giving him bail , Justice Peter Johnson noted that Tillman would be subject to ''rigorous conditions'',exceeding the kind of bail conditions that usually applied in the criminal courts.

Mr Scipione moved to reassure the community following Tillman's release , saying ''well be putting some very strong monitoring around him''.

Tillman is believed to be staying in a halfway house in Sydney , but Mr Scipione said police would not be revealing where he was living.

On December 1 , the Government will seek to have a five-year supervision order imposed on Tillman. Justice Johnson yesterday extended Tillman's interim supervision order until late December , pending the outcome of the application.

A Supreme Court judge has been accused of giving serial paedophile preferential treatment by allowing him to leave by a back door of the court inan attempt to avoid the waiting media.

Kenneth Tillman , who has a 30-year history of sex offences , was back in court yesterday as the Government sought a five-year supervision order following his release from prison last month. His ten-yearsentence for the rape of a nine-year-old girl expired last year , but he was forced to serve a further 18 months jail under the recent legislation that targets sex offenders.

When that expired last month Tillman was released , but the Government wants him to abide by a string of conditions that will ensure he is supervised in the community.

Yesterday , the 46-year-old appeared before Justice Peter Johnson , where legal issues and his conditions for release were discussed.

Justice Johnson reserved his decision but following an application from Tillman's legal counsel ordered he be released through the back door.

It is understood the judge was told of a media throng that might threaten Tillman's safety-but the only media present was Channel 7 , a Daily Telegraph photographer and another newspaper photographer.

Witnesses told of seeing ''a co-ordinated escape plan'' so that Tillman could not be photographed.

A Supreme Court spokeswoman said the decision was a discretionary one open to a judge , as it is with any application brought before them.

Hetty Johnson , from child protection lobby group Bravehearts , said: ''It's decisions like these that just assist recdivist paedophiles keeping their anonymity , which is something that should be stopped.''

Ms Johnson said it was disappointing that the judiciary had put the rights of the offender ahead of the rights of the community. Tillman's shocking record includes two child rapes against a girl , 13 , in 1982 and numerous rapes of a girl , 10 , in 1986.

Department of Corrective Services therapeutic Manager David Bright has told the court that Tillman had been given a reoffending risk rating of 8 out of 10.
