Scott Riley
A former Federal Way elementary music teacher was charged Tuesday with molesting a young relative about five years ago. Scott Riley, 53, was charged with first-degree child molestation. The victim told authorities in July that she was 4 or 5 years old at the time of the incident.
Court documents filed Tuesday contend that Riley poses a threat to the safety of the community and that he may be conducting private music lessons with minor children.
The charge arose after Riley pleaded guilty in December to assaulting an 11-year-old girl in his music room at Twin Lakes Elementary School. Riley avoided jail time and having to register as a sex offender by admitting to fourth-degree assault in a plea agreement.
Along with Riley’s 12-month suspended sentence in that case, King County Superior Court Judge Laura Gene Middaugh also sentenced Riley to undergo a sexual deviancy evaluation and complete all recommended treatment.
In April, Riley disclosed to his sexual deviancy treatment provider that he touched the female relative sexually while she was staying overnight, documents state. He claimed to have been dreaming at the time.
In July, the girl, now 10, told authorities how the molestation occurred while she was visiting Riley’s condominium. She said Riley touched her private area while she was in bed with him.
When she asked Riley the next day why he touched her, he said she must have dreamed it and told her not to tell anyone, court documents state. She told authorities she did not speak up earlier because she was afraid of getting in trouble.
Neither Riley nor his attorney returned phone calls for comment Tuesday.
Federal Way police arrested Riley on July 11 on investigation of first-degree child rape. He remains out of custody until he’s arraigned Sept. 8 at the Regional Justice Center in Kent.
First-degree child molestation of a family member carries a minimum jail sentence of 51 to 68 months. A judge could increase the sentence up to life imprisonment, said Dan Donohoe, spokesman for the King County Prosecuting Attorney’s Office.
Riley lived in Federal Way at the time of the incident with the relative. He now lives in Puyallup.
He resigned from the Federal Way School District effective Dec. 31 and surrendered his state teaching certificate.
The student told Federal Way police that Riley slid his hand under her buttocks over her clothing while she was practicing a song.
Riley did not admit touching the student, but did state in plea documents that he caused “imminent fear of bodily injury” in the girl.
The Federal Way School District sought to fire Riley after he was charged, and court records revealed he lied about having a sexual relationship with a student in his former district.
While assistant principal at Pahrump Valley High School in Nevada, Riley married the young woman in February 1998, after she had graduated in June 1997. They had two children and divorced in 2002.
During divorce proceedings, the now ex-wife said she and Riley “had sexual relations throughout my entire senior year of high school.”
