if the federal program, the NALC/USPS CHILD ALERT PROGRAM, was managed at the level of efficiency it's intended, within 24 hours of a missing person report every post office in the country would have the flyer of the victim posted in the workroom floor area so the postal carriers can view it before and/or after their route and in the post office box section of the lobby so the general public can see it. and if that program was expanded into the global center for missing and exploited children, every post office in the world would have madeleine mccann's flyer on display as well as many others.
