PORT ORCHARD, WA

an Amber Alert has been issued for two month old Serenity Withrow (white female, brown hair, hazel eyes, 1' 11", 6 pounds.

suspect is her mother Rebecca Forrester (her parental rights have been terminated by the court because of history of physical abuse with children and drug use - child was born in hiding, mom's associates are known offenders.

more than likely there is no photo of this child (no photo appears on the Amber Alert ticker); therefore, it would not be possible to activate the NALC/USPS CHILD ALERT PROGRAM. However, perhaps a photo of the mother and description of the car posted in every Post Office in the country (within 24 hours of the missing child report) might help locate the baby and suspect (this will be sent in the "comment" section of the NCMEC and to Amber Code.

i just received a reply back from Amber Code adminstrative offices, there is a photo available of Serenity (victim), her mother (suspect), and the pick-up truck they were in.

therefore, if the federal program functions the way it's intended, instructed, and annually funded, that photo id should become part of the NALC/USPS CHILD ALERT PROGRAM and sent by "emergency e-mail" to the missing child district coordinators of every postal district. then within 24 hours enough copies of the missing child Postal Bulletin Notice are to be made for every postal facility in their district, and they are to be displayed in the Post Office "box" lobby section and in the workroom floor area so the postal carriers can view the flyer before and/or after their route.

the washington state amber alert continues for Serenity Withrow.

no missing child "Postal Bulletin Notice" has been put on display of her in any of the Post Offices checked in WA, OR, or CA. (as is intended, instructed, and annually federal funded as part of the NALC/USPS CHILD ALERT PROGRAM). Within 24 hours of a missing child report every Post Office in the country is suppose to have a display in the Postal "box" part of the Post Office and in the workroom floor area so the postal carriers can view the flyer before and/or after their route.

Kitsap Sheriff's Dept. And The State Of Wa Cancelled The Amber Alert For Serenity Withrow After She Was Located In Wyoming. Her Mother Was Taken Into Custody.
