Need Advice - Fake Missing Person Poster

I don't know if there is anyone out there who can help me, or has had any experience in this kind of situation, but any advise would be much appreciated. This is a very long and drawn out story but I will try to make it as short and sweet as possible.

My sister has been in the battle of her life with her ex-boyfriend. They had a child together about 9 years ago. (I'm changing names for privacy reasons) After Beau was born, Rick (the dad) started to go a little crazy. Amy (the mom) left him when he started to get violent and posessive. For the past 9 years Rick has sent the whole family letters telling us that Amy was a spawn of the devil, and that he was going to kidnap Beau and take him to some remote place and leave him there. Just to come home and watch Amy squirm. He has tried over and over again to get custody of Beau. The courts have granted him supervised visitation with a therepist on several occasions, but the therepists will not report anything substantial because they are afraid for their lives. Rick calls them at home and threatens them, and their families. They usually end up discontinuing sessions for one reason or another which ends up with the court assigning visitation with another counsler. The last counsler told Amy that he has renewed his license to carry a concealed weapon because he is afraid of what rick will do.

Rick has tried many many things over the years to get ahold of Beau. He has brought his photo to the school asking to pick him up, he has driven by Amy's house to see if he is outside playing, things like that. The police have been called on many occasions (there is a restraining order against him), but they keep telling us that they can't do anything until he is caught in the act. They have seen the letters he has written the family, and is aware of his mental issues, but refuses to do anything about it. The list goes on and on.

The new scheme of his and the reason that I am writing this is because he has been putting up Missing Child posters all over. They state that Beau has been missing for the past 5 years and is being sexually abused. It also has a photo of him (5 year old photo), a reward and a hotline to call. Amy has talked to the police about this and they say there is nothing they can do about it. (Beau has not been kidnaped, he is with his legal guardian) Amy would call her lawyer, but she recently quit because Rick was making harassing phone calls to her threatening to hurt her and her family.

If anyone can give me some advice on what to do I would greatly appreciate it. We are all at our wits end! Not only with Rick, but with out justice system, and our law enforcement. We don't need to have police called every time we are at the store or out to eat because Beau is considered a missing person.

This indeed is a scary situation....a ticking bomb, waiting to explode. I've always been surprised how laws tend to favour the intimidators/perpetrators rather than the recipients of their abuse.

My personal advice would be to contact someone like John Walsh, or a similar organisation that protects children, and get their advice. They may know of some loophole you could take advantage of. Just don't give up.....try and try and try, until you find an answer.

In the meantime, keep an eye on that child for goodness sakes!! Make sure that any teachers/carers are aware of the situation and keep police numbers handy.

I am sorry, you and your sister have to go through all this worry because of a nutcase.

What a disgrace that you and your family are having to live like this! Totally sickening! I would definately do as solidarity says and contact John Walsh or other protective services for children. It is such a shame that the perpatrators have more rights than the vicitim(s). God bless you and your family. Each of you are in my thoughts and prayers.

Has she had any type of restraining order put against him? Alot of abused women don't due to the fact they have been threatend.
She may also want to talk to a domestic violence shelter, they would have a lot of information about her rights and legal matters concerning her and her child.
