There's a little more info, although it seems like this man 'lost it' and just flipped, according to this article it says that he may not face any charges for what he did.

He was in jail yesterday and I heard on the radio that he is supposed to be bonded out by his family in Texas and taken back with them for mental evaluation and treatment.
I read where he is/was an employee of Delta airline and I'm just guessing that maybe he was one of the many who lost their jobs recently when the airline filed bankruptcy. That may have been one thing that sent him over the edge.
Funny thing is that I haven't read anywhere if they know he shot the dog or not, but this article states that they won't do a necropsy on it now. I am assuming that they know he did it, although he claims he doesn't remember anything that happened.
So many unanswered questions.
