I strongly doubt the prosecution, law enforcement, or anyone else in this case is manufacturing evidence.
Depositions are taken after the crime and it's only human nature that after the immediate threat is over and the excitment has died down, a witness will recall what happened in more detail.
Also, this is a media report, and for all we know the brown paper bag has been known, but not reported by the media, as they might not have thought it was an important detail. Same is true about the dog being found in Charla's car. The dog being in Charla's car doesn't change the circumstances at all.
It's ludicrous to think that just because something hasn't been reported in previous media reports that it's somehow proof of manufactured evidence.

Let's say the police wanted to protect DM. Let's just consider his actions as reported by witnesses and video tape. Even if the police were trying to PROTECT him rather than frame him or mess with the evidence, I don't see how he could be found innocent. His own friend, Dan Osborne, was at the condo when Charla was killed in the garage; and immediately became suspicious that something had happened to her when Mack re-entered the house with a towel wrapped around his hand and Osborne's dog was covered in blood. The night before the shooting and stabbing, DM asked DO to come over, coincidentally at the same time CM was to arrive with their daughter. There is the video of his type of Ford Explorer leaving the townhome complex at the time DO said he did. DM changed clothes after DO saw him that morning with the towel wrapped around his hand. There's the bloody dog who was in the same room with DM (the dog could have planted that blood on himself - mine has done it several times). There's CM's car moved into the townhome garage (although the police might have later done that even though DO said it was no longer visible when he left the townhome. They could have also planted the blood in her car/on her keys - wonder whose blood they planted?). There's the video of DM's type of Ford Explorer in the parking garage at the time of the judge's shooting, backing into a spot facing the courthouse, hatch opens/closes, drives out of the parking garage. There's the blood on his clothing/stuff (oh, wait, that could have been planted), and DM's suddenly leaving the country (ya' never know when you might run across a swinger's convention - gotta' be at the ready). There's the rental of the Ford Explorer when he already had two cars (circumstantial, probably). There's CM telling others that DM would someday kill her (possibly heresay). There's the gunshot wound to the judge that matches the kind of gun DM had. There's the empty sheath of DM's whose knife matches CM's injuries. CONTENTS OF EXHIBITS UNVEILED
The medical records for Judge Chuck Weller, autopsy photos of Charla Mack and photos of both crime scenes were among 30 exhibits presented as evidence during the Aug. 30 preliminary hearing in Reno Justice Court...and the Reno Gazette-Journal had an exclusive viewing of the 30 exhibits late Thursday (Nov. 16).

Herndon sentenced Mack to life in prison for murdering his wife. He also gave Mack the maximum sentences for the attempted murder of Judge Chuck Weller and a deadly weapon enhancement. The sentences run consecutively, rendering Mack ineligible for parole for at least 36 years. Another hearing on his arguments was scheduled for April 2008.
On March 18, 2008, a Washoe County jury delivered a $590 million settlement against Mack in the wrongful death lawsuit of his wife, Charla. $560 million was awarded to the couple's young daughter, Erika, while the rest will go to his wife's estate.
