BUFFALO, N.Y. (WIVB) - The SPCA wants to know who dumped 30 dogs, mostly puppies, in a field.

The SPCA is caring for 30 of the dogs, there was 31, one is dead.

The discovery of these puppies was made possible because a passenger in a car driven by the Town of Concord Animal Control Officer just happened to be looking out a side window and saw the puppies. The dogs were headed south on the 219 Expressway.

Concord Dog Control Officer Carolyn Robinson said, "There were dogs everywhere, it was a tide of little dogs. About 15 came running to me and wanted me to pick them up, but, I was just overcome."

Assistant Dog Control Officer Elise Able recalled many of the puppies were hiding along the fence. Some of the others sent them on a chase down a ravine. She says if any are still hiding, it might not be for long.

Able said, "The chance of anybody that we didn't catch surviving is slim. The weathers gonna change, there's wild life out here, we've got the 219 Expressway pretty close."

The puppies have been cleaned up and evaluated by medical staff. The SPCA suspects the puppies were bred at a puppy mill due to their condition, diseased, flea infested and some of them pregnant.

More than 30 found abandoned on road; most recovered

Animal control officer Carol Robinson is no stranger to finding abandoned dogs, but what she saw Sunday was particularly disturbing.

Left to die on Old Trevett Road in the Town of Concord were more than 30 dogs, mostly Jack Russells and small terrier mixes, including a few puppies. One dog was already dead.

"When I got there, as far as the eye could see, were dogs," said Robinson, an animal control officer for Concord.

With help from others, she rounded up 29 of the dogs, then returned to catch another. Some other dogs are still on the loose.

Many of the dogs were pregnant, leading Robinson to conclude they had been used for breeding before being dumped on the side of the road.

"I believe these are puppy mill dogs," Robinson said, referring to the mass production of animals under often cruel conditions. "These are the type of dogs that the puppy mills churn out ... "

She said about 15 of the dogs "wanted to have me hold them and pick them up." Others, she said, were petrified and seemed afraid of the outdoors.

Robinson believes the person responsible was someone from the area who knew there were no houses on the road where the dogs were left.

The animals, who are being evaluated by the SPCA, "were covered in feces and urine and fleas" when they arrived, as well as skin diseases, said spokeswoman Gina Browning of the SPCA in the Town of Tonawanda. She appealed to the public to help defray veterinary expenses.

The SPCA has begun an investigation and is seeking information that can shed light on what happened. Browning said the SPCA will respond to anonymous tips.

SPCA Opens Investigation Into Abandonment, Negligence of Young, Ill Dogs

Members of the SPCA Serving Erie County Veterinary Department and Kennels staff are currently caring for 29 young terriers at its Tonawanda shelter. Another terrier has since been acquired and is on its way to the SPCA.

The small dogs, ranging from three months to two years of age, were captured and transferred to the SPCA yesterday evening by Town of Concord Animal Control Officer Carol Robinson after she found them running alongside Concord's Trevett Road.

"The dogs are not in great shape," says SPCA Veterinarian Dr. Helene Chevalier. "I've seen high fevers; several skin diseases; many have discharge from their eyes and noses; almost all of them are covered in feces, urine, and fleas. Also, some of the young animals are already pregnant." The dogs are in the process of being individually examined and evaluated in the SPCA's infirmary.

Robinson also found a deceased terrier at the road side, and has set traps in an attempt to capture more dogs she believes are still at large in the area. Concord puppy examined by Dr. Chevalier 11-9-09 Both will be transported to the SPCA, where an investigation into this case has been opened to determine who may be responsible for abandoning the animals.

"This will not be an inexpensive case," says Veterinary Services Manager Debby Williams. "We have 29...and maybe more...animals to treat and provide extended care to, there are puppies on the way who will require care, and although some are very extroverted and happy, others will need to receive socialization and/or behavior modification. Once again we find ourselves relying on our generous community to help us afford to give these pups the level of care they now require and deserve."

Community members can help these abandoned dogs by donating to the SPCA's YELP FOR HELP Fund. "They need us," says Williams. "These poor creatures have been abused, uncared for...forced pregnancies...they're trying so hard to wag their tails and be happy, and some of them are...but the truth is that the others are terrified, and all are very sick. They deserve this level of care, but it's costly."

SPCA officials speculate the puppies were dumped by an irresponsible breeder or puppy mill operator, citing not only the illegal abandonment of the animals (as opposed to a legitimate surrender to an animal shelter) but their health conditions, behavior, and early pregnancies.

Anyone who saw unusual behavior yesterday afternoon while heading southbound on Trevett Road, just south of Route 219, in Concord is encouraged to call the SPCA at 716-875-7360. The SPCA will respond to anonymous tips.
