I know of a career criminal, but can't do anything

I'm in a situation here. Someone close to me, whose identity I can't reveal, for their safety, knows someone who has commited various crimes since they were in their mid teens. I don't have the exact, FULL, stories, but I know of some PRETTY damning evidence. The person I know never told on this person, but wants to tell in order to do the right thing.
