Hello all,
Ok I am on a new mission,
I have been checking into a advertising billboard in the Rundberg--IH35 , austin tx area.
This to put a Roxannes name and picture out there for all to see.
I have calls in with a couple of companies, Lamar and Reagan, billboards
to get prices .
Yes it is very expensive
Approx=== $1,100.00 for the art work and $6000.00 for the space and time.
The reason that it is so pricey is the location
I am at my witts ends and continue to come with ideas in finding OUR ROXANNE
AKA TEAM ROXANNE.
This could also be a start in helping other families of missing love ones
maybe start a organzation.Which i have no idea how to go about it, but it is a start

I believe that The Good Lord has put this in my heart, my purpose,

So Please get back with me on ideas,suggestion and comments on this matter

Hey Lizzy:rose:. How about a fund raiser, like say a car wash where we could get donations to help pay for Roxy's billboard and to find her? We could give notice in advance to all media to hold a press conference. Some media are likely to pick it up if we have lots of people ready to wash cars. This could give Roxy's case more exposure, and we could raise money for her cause.

TEAM ROXANNE: Any other ideas? Any comments on my idea? Like kick it to the curb LOL?

What I need to find out is, Do you need a permit for this or open acct in her name and to keep record of how much is raised or tax matters,
What ever it takes I will do.

Lizzy ya know I told ya about the Internet Resources for families of the missing. It's the Missing Jason Jolkowski site. Did you see that they have charities that help find a missing person. You might want to check into that for some help with the cost of the billboard. I think a billboard is a wonderful idea. Angel :D :patriot:

Lizzy, you need to establish an acct at your bank in Roxy's name and yours. Go to your bank and ask, they will help you with all the paperwork...nonprofit tax papers and such.
Find the billboard you want and find out who owns it. Maybe they will donate it for a period of time...it's a tax write off for them. Be prepared when you talk to them. Take any paperwork you have...missing poster, police reports, bank acct numbers, tax numbers, etc.
Once the board space is secured, you need to contact a sign company and ask for donation of the sign.
Also, the bank might also donate a consultant for you.
You also need a website for Roxy with a paypal donation acct...the bank will help you with that also. We can help with building the website but you will have to establish the accts first.
Car washes are the best way to get fast cash...your church youth group should be able to help with that. That will get you started.

I agree that a car wash is the fastest way to get money. And, in Texas it is the end of winter, the beginning of spring, and everyone wants to clean their cars. Also, we can hand out missing posters to each person that gets their car washed. We can ask each person if they would like a few posters to put up in their area. So, we can even spread the word further with a car wash than with most other fund raisers. I think it is a good idea to call a press conference for the day of the car wash, too. That will get us more coverage, possibly more donation, and will just plain get the word out.

In addition to the campaign, Roxanne is also featured in a trucking publication called Through the Gears. This free magazine is distributed in truck stops nationwide.

Through the Gears is one of JB Scott's many publications. In partnership with Project Jason, they feature one missing person per month. You can pick up your free copies at a local truck stop, but if it's far from you, you may want to call and ask if they carry that magazine. These are NOT with the regular for purchase magazines. At my truck stop, they are in a special rack outside the main truck stop door. At another truck stop, they are in a hallway between the store and the trucker's lounge.

Through the Gears has a circulation of about 150,000.

I'm so thankful that you're getting the billboard for free! I've emailed our local news station hoping that maybe they would feature Roxanne's story here, even though Kentucky and Texas are rather far from one another. Hey, who knows? It's better than doing nothing at all, right?

Hi Team Roxanne:). Here is Roxanne's new flyer. For anyone in the Austin area who can post this printable poster anywhere in the Austin area we would be most grateful.

For anyone who can't post physical posters and to anyone who is willing: please spread this poster all over the net. Please email this to anyone who is willing to share it and pass it on.

Word of mouth and posters on the net and placed everywhere in the area may prove to be quite helpful in finding Roxanne and what happened to her. Thank you everyone for caring and helping to find Roxy.

Just an update
I have approved the new artwork for Roxannes New Billboard, It will in Braker and IH 35 area, Near where Roxanne came up missing. it will be 14' x 48' big
It is in the printing stage and should be up shortly. Once it is up I will take a picture and send it here to show all,
There is a new Det working the case, But I am no closer in finding her than I was 8 months ago when she disappeared.
Each day goes by is such a heartbreak, not knowing if I'll see my daughter again, In this life time, But you are always with me, in every breathe I take

For anyone comes through Austin via I H 35. It can be seen while travelling North on I H 35 in Austin, just passed Braker Lane, yet is is located on the South bound side of I H 35. It is between Braker lane and Rundberg Lane on the South bound side of I H 35.

Mother hopes billboard helps find her daughter

A great big sign is spelling new hope for the family of Roxanne Paltauf. The 18-year-old has been missing for eight months. Now, a local company has donated a billboard on I-35 featuring Roxanne's mysterious disappearance.

The billboard is only a block away from where Roxanne was last seen. Now, her mother is hoping the exposure will bring her daughter back.

The family of Roxanne Paltauf is hoping a billboard along I-35 will help bring her home.

"(The billboard is) huge and it's beautiful, just like Roxanne," said Liz Harris, Paltauf's mother.

The space was donated for free by Reagan National Advertising.

Paltauf never came home last July. The 18-year-old's boyfriend, 30-year-old Louis Walls, told the family and police that Paltauf walked away from a North Austin hotel after the couple argued. Police are anxious to talk to anyone who may have seen the couple before, during and after Roxanne's disappeared.

In July, a search by volunteers in the area where Paltauf was last seen turned up nothing. She was also featured on the TV show, "America's Most Wanted" earlier this year. Last week, Paltauf's story appeared in "18-Wheel Angels", a national magazine for truck drivers.

Harris now has high hopes that this latest tool will finally provide the missing piece of the puzzle.

"I think this is a perfect location, especially 5 o'clock traffic, everybody's going to be stopped, they're going to be looking at something, they'll be looking at her and hopefully remember her face, seen her around, find some information that maybe somebody knows where she's at," she said.

Friends and family donated the $1,100 it took to create the artwork.

Call Crimestoppers at 472-TIPS if you know where Roxanne is. Remember, any tip leading to an arrest could mean a reward of up to $1,000.

I called Coy West of Reagan National Advertising to thank him from the bottom of my heart for making Roxy's billboard possible. He seemed surprised and touched. What a good and generous act for him to do. Kudos to Coy!

i just finished reading all the posts on this forum and add Roxanne, and her family, to my daily prayers for all the missing. i just joined this library and hope to add suggestions that will be beneficial in the search for missing children, also with education to prevent abductions. i serve as the ceo/cfo/spokesperson for a 501(c)(3) not-for-profit charity called finding our children under stress (f.o.c.u.s.) organization. the original board of directors of f.o.c.u.s. are the parents of a missing child. the parents of the missing and their relatives created and developed the mission of f.o.c.u.s.. f.o.c.u.s. continues to be a completely volunteer, public supported, not-for-profit organization.
regarding the complaints about le's handling of Roxanne's case, i've heard many horror stories (some much worse than what Roxanne's family has experienced); however, le has certain procedures and guidelines they must adhere to and what people perceive as "doing nothing" is not what it appears - they are actually working on the case, doing their job, and a lot of information they receive has to be kept under wraps or it could interfere with the case. i'm not defending le completely, i think a lot more compassion by le toward the family of the missing is needed. working with the family so they can be included as "investigative partners" (a phrase coined by the mother of a still missing young adult woman, since 9/13/93) is something le needs to work on for public relations.
one of the federal managed, national, federal programs developed to help find missing children is the u.s.p.s. child alert program, which includes the missing child postal bulletin display system. according to the original intent and instructions for these programs, within twenty-four hours of the missing person report every post office in the country is suppose to have the missing person notice displayed in every post office lobby, workroom floor area (so postal carriers can view the flyer before and/or after their route), in the country. did this happen after Roxanne's abduction? did every post office in the country display her flyer? unfortunately, in one study done by f.o.c.u.s. organization volunteers, they found only five of over two thousand post offices actually had any type "monthly printed postal bulletin missing children notices" displayed anywhere in the post office (researched while they posted and distributed missing person flyers along random routes in nine states).
f.o.c.u.s. organization will download a flyer of Roxanne, from the national clearinghouse for missing adults web site, and print up enough flyers so she is included in the display binder we've developed. for the past thirteen years volunteers of f.o.c.u.s. org. stop at every post office, in every town they travel through, on the way to county fairs and other high attendance regional events, where they set-up their mobile awareness booth about missing persons for the duration of the fair. a 3-ring display binder featuring flyers of over 200 missing persons (displayed inside sheet protectors), have been left for display in over 2,000 west coast post offices. Roxanne's poster will now be included in the 2007 flyer posting and distribution program developed by f.o.c.u.s.
f.o.c.u.s. has discovered many of the federal laws and federal programs developed to find and prevent missing children, are not being managed according to their original intent, instructions, and funding; therefore, the laws and programs are under-utilized and the families of the missing are being short changed by the federal government in the search for their missing loved ones. many relatives of a missing person tell me the mismanagement of the missing children laws and programs is to the missing and their families and relatives, what the Walter Reed Hospital travesty is to wounded military veterans and their families. the Amber Alert*, Kristen's Act**, Jennifer's Law***, the Child Alert Program, the Missing Child Postal Bulletin System, and the Be Smart-Know the Rules-Campaign are just a few of the federal laws and programs that need to be fixed so they function at the level of efficiency they are intended.
what makes things worse is many of the federal laws and federal programs are now being adopted on a global scale, they are the model for global programs for the International Center for Missing and Exploited Children; so, the mismanaged and under-utilized programs of the u.s. will become the mismanaged and under-utilized global missing children laws and programs.

*** the instructions for Jennifer's Law need to rewritten so the language is the way the law was originally intended: coroners throughout the country are "required" (not "suggested" as it was rewritten by congress) to cross-reference all unidentified bodies (john and jane does) with the NCIC missing person files, before burial in a paupers grave. Jennifer's Law is named in honor of the missing daughter of one of the founding board of directors for f.o.c.u.s.

just keep doing what you're doing. posting information from your perspective, the mother of a missing child, takes a lot of courage. reading what you write gives an insight into the continuous nightmare and horror you were thrown into when your daughter disappeared, something unimaginable (thank god) unless you're suddenly forced to live with a loved ones disappearance.
anyone and everyone who wants to help educate our federal elected politicians, federal committees, and federal agencies about the mismanagement of the federal laws and federal programs, created and developed to find and prevent missing children, and encourage them to fix those programs so they function at the level of efficiency they're intended, instructed, and funded, is welcome to volunteer their help (suggestion: whenever i hear about a new child abduction case, or hear an Amber Alert has been issued, i immediately send an e-mail to everyone on my e-mail list (including politicians, newspapers, talk-show hosts, NCMEC, etc.), asking them to forward my message - "according to the instructions for the USPS Child Alert Program within 24 hours of a missing child report every post office in the country is to have a missing child notice of the victim on display in the post office lobby and workroom floor area (so letter carriers can view the notice before and/or after their routes). If this was done in the Shawn Hornbeck case (and others like his) he probably would have been found within three months of his disappearance."
Roxanne's flyer is now being included in the f.o.c.u.s. organization missing children display binders, which we leave in post offices throughout the west coast. our volunteers have stopped at over 2,000 post offices, over the past five years and only found five post offices that maintained a missing child notice display area (less than 1% - and the "Postal Bulletin notices" displayed were over three years old and only included photos of missing children abducted by a non-custodial parent, and every child pictured had already been found). This program needs to be revamped so (1) it's managed according to the original instructions, (2) missing child notices of missing adults need to be included in the monthly printed Postal Bulletin notices, (3) the flyers need to be updated so they show which children have been located or recovered.
another thing anyone and everyone can do to help is go to your local post office, see if they maintain a display of missing child Postal Bulletin notices (printed by the NCMEC), or if they have any type missing child flyers displayed, if they don't ask the post master or station master why they don't, and let me know what you found. if we can get information from people from throughout the country about how many post offices display (or don't) missing children notices, it would be a huge help to the f.o.c.u.s. study regarding the U.S.P.S. Child Alert Program and the Postal Bulletin system.

Nice to see you to Lion. It is my busiest season Tax season so I don't get to be on much but I do try to come in and check for news on Roxanne. Thank you Liz. That post got a bad rep from Sturgeon_Moon from the Tara forum I just wished they would keep it over there and not bring it to the Roxanne thread because I meant every word I said in that post! I think Lion has done a wonderful job for team Roxanne and I am glad that Roxanne's picture is on that billboard so that the perp will have to see her everday as a reminder and I still believe that her BF had something to do with it and I don't even want to get into the exgirlfriend cellphone calls. Thanks FD Actually, it's my mom that may drive. . . I am still waiting to hear if she is going to drive or fly out. If she does drive, I will need you to help me get some posters to her. I tried printing out one of the posters linked here awhile back it and came out really small. I also live in a great area as far as getting truckers involved. . . Wal-mart, JB Hunt, and Tyson chicken are all from here and I could call around to the distribution centers and get some posters out that way. Anything to help you find Roxanne! ~ FD

Hi Lizzy, you are in my thoughts and prayers. I'm posting this as information, I hope it doesn't upset you. :rose:

As this kid is a member of the Bloods, that has several implications. I'm a gang specialist in my job and I'm not familiar with your area, so these thoughts are general.

Bloods typically don't leave their areas. That means that Roxanne is most likely within several miles of the motel she was last seen in.

A 30 year old gang member is rare. They normally die or are incarcerated prior to the age of 24, specifically if they are African American. Therefore, Walls is an enigma and the gang members aren't going to be loyal to him. He thinks he has an entire network of bangers who will cover up, but he's wrong. Walls has no value to the gang, he's been arrested too many times and he's a liablity. They will invest time and energy into younger members who aren't a red flag to law enforcement.

Money talks. Once the reward gets high enough, someone will talk and Roxanne will be found. The problem with gang members talking is that they have to relocate immediately and they will wait until enough funds are available to talk.

If anyone watched America's Most Wanted, a gang member named Shauntay Henderson was wanted in KC. Once the reward went high enough, she was taken into custody. I think that is what will happen in this case.

I am working on new mission
someone has contacted me who has a company that distributes flyers door to door in the Austin area
She wants to distribute Roxannes flyer while she working on Routes in different areas in Austin
Now I getting alot flyers printed up
And hopefully the whole austin area will know that Roxanne is still missing without a trace.
Its hard to keep the news out there
I dont want her to be forgotten
Its going on a year now
Its crazy to not know what has happened to your child
we miss her so much, sometime the heartache is too much to handle
but I will turn that heartache in to something positive

I will show a new flyer when I get it

Oh yeah
Austin tx is getting a new chief of Police finally
It been about a year since we had one
maybe he will be able to help us get the help we need to find Roxy and what has happened to her

The hardest part of this is
seeing her sisiters and brother, hurt, confussed helpless and down right sad
each day they wake up knowing this another day without thier big sister and having no answers
I am so proud of them but wish I could take thier pain from thier little hearts away

Another update: A company named Consumer Commitment has offered to distribute Roxanne flyer's door to door here in Austin Tx area
I approved the new and improved flyer's on Friday and should receive them today.
This is good timing since Roxanne 1yrs anniversary is coming up on 7-7-07
I pray this will bring some sort of leads

I also want to say that my prayers go out to Jessie Davis, her baby girl ,her son and the whole family
and to all the other family going through this madness

Hey y'all,

Just wanted to get out the word that North Creek/Georgian Acres Neighborhood Association (NCGANA) is asking everyone for help. You may or may not be familiar with Austin's eyesore -the crime ridden area at I-35 and Rundberg. For the past few years, APD and the community in this area have been engaged in a head on battle to try to clean up the drugs and prostitution in this area. Despite their heroic efforts, there is still a HUGE problem in this area and frankly, it is going to take many, many more resources to get this area cleaned up.

On August 3rd at 7pm, NCGANA is having a walk to bring attention to this area. APD will be present and has given this event their blessings. The walk will be about a 1.5 miles and they are asking for anyone who loves Austin and hates crime to please show up. If there is a big enough turn out, maybe the City and County will finally pull in the resources that are needed to get this area cleaned up.

We have new flyers for Roxanne
A company , Consumer Commitment has offered to distribute Roxanne flyers door to door here in the Austin Area
I want to thank Christine Jensen for offering this to our family
She had saw Roxanne flyer and called me up to offer her help
This is Great, We will be able to reach out to 1000's of of people, to help us find out what has happened to Roxanne
I also want to Thank Ginnys Printing, Mr, Martin and Marty Keel,If it wasnt for them this wouldnt be possible.

Also there will be a march on Aug 3 ,07 in IH 35 and Rundberg area
The nieghborhood association are getting together to raise awareness of the crime, drugs, rape, positution, and muders in that area,
It is one of Austin eyesore and its getting way out of hand
Together we CAN make a difference

For those who dont know, this is where Our Roxanne disappeared almost a year ago

I'm a no one, I'm just an LE officer who has seen what works for other families with missing loved ones. I don't want to intrude on you, so if you'd like to PM me, I'll be happy to give you those ideas.

The ideas are free, by the way. They also increase the amount of the reward, because as I know gang members all too well, they are loyal to the dollar and not the members. Once the rewards hits a comfortable spot for one of them, they will tell all.

Thanks for posting the myspace link! So many beautiful pictures, it really brings a face to it all and shows how many people are touched by Roxanne's disappearance. I'm a huge music fan so I left the page up quite awhile just to listen and absorb all the emotion you all are feeling and it brought me to tears. I hope so desperately that you have answers soon and your dear Roxanne (despite the odds) comes home. ~ FD

Having a little experience with gangs, I totally agree with you that the an increase in the reward would help. Maybe there are some fund raising things that could be done that would not only achieve this but bring more attention to Roxanne's case?
